Yes! the AMD Athlon 3000g with Vega 3 graphics and better RAM can run the GTA 5, but you will get several lags & a worse gaming experience.
This AMD Athlon APU & Vega 3 graphics card is not suitable for Gaming, and if you forcefully run heavy games, you will get an Unplayable framerate.
To run the games like GTA 5, you need at least 60 FPS with all settings, but these graphics cannot provide that.
